First we will make one stick to hold your cookies on save it and make a copy to use so if we mess up we will have the original saved.
1. Open a new image transparent background 500x600
2. Using your selection tool draw a rounded rectangle start about middle of the box to almost bottom length doesn't matter the cookie will fit on top of it flood fill with #FFFFFF (white). Keep Selected
3. Click on effects, pluggins, NVR Border Mania, capsule see images below, use numbers for capsule as seen in image.

4. Save this image in a folder and hit Shift and D to make a copy
5. Now we will make two copies of this so you will a total of three sticks for your cookies. If you want more that is fine.
6. Move your stick toward the middle of the box and close to the bottom.
I put a background color so you can see it better here. you don't need one yet.
7. Add a new raster layer name it cookie. click on preset shapes and find the heart 1.
Set your background and foreground colors to #F1E2C2
Antialias line width is 1.
now draw a heart on top of your stick as you see below.

8. Center your heart till it is where you like. Since this is on a new layer you can move your cookie.
Remember to save.
9. Click on selections,
Select all, Float,
now we are going to make a cut out.
Using the numbers below and the color #70562E
vertical and horizontal 3, opacity 75, blur 40
10. On same layer do the same cut out only changing the vertical and horizontal to
minus 3 (-3) remember to save it will ask to save to a merge layer say yes.
It should Look like this now.

11. Making sure your on your top layer use your magic wand to select the area outside of your cookie and stick, go to selections, then invert, only your cookie should be selected now. Just the heart will have like marching ants around it
12. Go to selections modify , contract, by 18
13. Go to Layers, Add a new raster layer name it icing, flood fill this area with #FFFFFFF (white)
14. Go to effects, 3D effects, inner bevel, use the inner bevel seen below (color white) then deselect.

15. Now make a copy of this cookie by Clicking on Shift + D
16. You should have two cookies now, you can decorate them how ever you like with the sprinkles or write on them.
Just on the icing.

17. Add a new raster layer, name it decoration. Click on paintbrush, then Select the Brush Tip Options, select pen (see below) use settings below, and draw little squiggly lines around your heart on both cookies, keeping the shape. (use top image as a reference)
Use the same bevel on this decoration, we used on the icing.

Click on your top layer and merge visible.
17. Next we make a chocolate chip heart pretty much the same way only no icing.
18. Open one of your saved copies of the white stick.
19. Make a new raster layer.
Use heart preset shape #1 with Antialias checked.
Background and foreground color #BE9F63. After all chocolate chip is darker cookie right? Use your mover tool to move the cookie and place it where you would like it to be on the stick.
20. Now for the cutout use the same numbers as before only change the color to a darker shade. I chose #78633A
Selections, Select all, float, go to effects cutout.
Use these numbers
vertical 3, horizontal 3, opacity 75, blur 40 color #78633A
Do the cut out again only change the vertical and horizontal to minus 3 (-3) (keep selected)
21. Add a little bumps to this cookie never seen a flat chocolate chip cookie,
I don't know about you.
I used the default textures, effects, texture #16.
Now the fun part adding chocolate chips can never get enough.
Now they go on the cookie you don't eat them *S*
22. Add a new raster layer, call it decoration, Add your chocolate chips, After you have your chocolate chips the way you want click on your retouch tool.
size 13, hardness 100, opacity 100, step 1, density 100,
And smudge the choc chips a bit so they look baked not standing straight up.
Just a tad now.
Okay lets put this bouquet together before you eat them all. (S)
1.Open a new image 600x600 transparent. I need room to work we can resize when we're done.
2. Edit copy each of your cookies and paste as a new layer naming them cookie #1 , cookie #2 (#2 being, choc chip), and cookie #3.
paste each copy on the new transparant background.
3. You want the two with icing one the outside and one choc chip in the center.
4. Click on the cookie on the left with the mover tool to make it the active image
Click on Image, rotate, left, free
(make sure all layers is not checked)
and type in the number 45 and do the same thing for the right.
Image, rotate, right, free and the same number 45.
Arrange in a fan like image see below

Hey that looks pretty good great job there.
Lets tie it up with a pretty bow.
5. Add a new raster layer make sure your on top now. And add the pretty bow provided.
Now you can add a back ground and decorate and send this to your valentine.
The back ground on here is one of the candy colors from the cookie and one of the presets from Fantastic Machine's paint engine.
